If you're willing to think outside the box a little bit...
A Purifier or a Hound (Manticore and Nemesis can't fit 3x damage mods) can hurl ~450 DPS (with better explosion velocity than a CNR can give) about 90km with Javelin torps and only cost about 50-60mil a pop (asusming all level V, which seems to be standard for comparison purposes). Stack up 2-3 of those and you'll likely beat any other setup here in terms of damage at that range for a given cost, but obviously you need more pilots to do it.

Oh I have, and have been flying the new bombers (with a CovOps cloak fitted) to good effect. The Purifier doesn't have enough CPU to fit everything that I listed and a CovOps cloak. A CovOps cloak take a flat 50 CPU on bombers whereas the Improved Cloak only takes up 0.3 CPU. The Hound may be able to fit all of that with the CovOps cloak, but I can't fly those so I haven't checked.
OP said that this was all about theorycraft, so I theorycrafted.
